Construction Begins on Pure Ice Cream’s AED 80 Million Production Facility in Dubai Industrial City

Dubai Industrial City — Pure Ice Cream, a leading private label food manufacturer, has officially commenced construction on a state-of-the-art production facility valued at AED 80 million. Situated within Dubai Industrial City, part of TECOM Group PJSC and the region’s foremost manufacturing and logistics hub, the new facility is set to become one of the UAE’s largest ice cream factories when it opens in 2026.

The groundbreaking ceremony was attended by key industry and government figures, including Mohammed Shael Al Saadi, CEO of Dubai Corporation for Consumer Protection and Fair Trade (under the Dubai Department of Economy and Tourism); Gaurav Ghai, Chairman of Graviss Group, the parent company of Pure Ice Cream; Paul Brown, Co-Founder and CEO of Inspire Brands; Michael Haley, President and Managing Director – International at Inspire Brands; and Saud Abu Alshawareb, Executive Vice President of Industrial at TECOM Group PJSC, representing Dubai Industrial City.

Upon completion, the facility will increase Pure Ice Cream’s annual production capacity to 50 million litres. In line with this expansion, Pure Ice Cream has entered a production agreement with US-based Inspire Brands to manufacture Baskin-Robbins ice creams, supporting the brand’s longstanding presence in Dubai.

“We are excited to build the largest ice cream plant in the GCC and export products to over 20 countries from Dubai,” said Gaurav Ghai, Chairman of Graviss Group.

Michael Haley added, “The groundbreaking of this facility reflects our commitment to growth in the Middle East. Baskin-Robbins has been part of Dubai for over 45 years, and this new plant will drive further growth for both Dubai’s business community and Baskin-Robbins consumers across the region.”

Saud Abu Alshawareb highlighted Dubai Industrial City’s strategic role: “Our ecosystem is designed to strengthen the supply chain for ‘Made in UAE’ products, supporting long-term economic prosperity. Pure Ice Cream’s new facility underscores Dubai’s position as an international food production hub and contributes to national initiatives such as Operation 300bn, Make it in the Emirates, the Dubai Economic Agenda (D33), and the National Food Security Strategy 2051.”

Driving Sustainable Innovation

The project builds on a Musataha agreement signed between Pure Ice Cream and Dubai Industrial City during the SIAL Paris International Food and Beverage Show in October 2024. The company is targeting new export markets across Africa, the Levant, and Southeast Asia as construction progresses.

Winner Holistic Consultant has been appointed to provide consultancy for the 160,000 sq.ft. automated facility, which will sit on a 246,000 sq.ft. land plot. The contracting teams are expected to be finalized soon.

The facility will integrate advanced technologies, combining artificial intelligence (AI) and automation systems to maximize operational efficiency and ensure high-quality standards. Features include AI-enabled supply chain platforms, fully automated industrial processes, x-ray detection systems, and an in-house research and development center for rigorous product testing.

Sustainability is a core focus, with the plant using biodegradable packaging for its three-gallon product line and incorporating solar power solutions. The project aims for carbon neutrality and will create approximately 60 new jobs upon completion.

Strategic Location and Industry Growth

Dubai Industrial City hosts over 1,100 local, regional, and international companies, with more than 350 operational factories. The district’s diverse client base includes major food and beverage brands such as Asmak, Patchi, and Al Barakah Dates. Established in 2004, the district features sector-specific zones dedicated to base metals, machinery, minerals, food and beverage, transport, and chemicals.

Strategically located near Al Maktoum International Airport, Jebel Ali Port, the Etihad Rail freight terminal, and key highways, Dubai Industrial City attracted over AED 350 million in F&B investments in 2024 alone.

Dubai Industrial City forms part of TECOM Group’s portfolio of specialized business districts, which includes Dubai Internet City, Dubai Media City, Dubai Studio City, Dubai Production City, Dubai Knowledge Park, Dubai International Academic City, Dubai Design District (d3), and Dubai Science Park.
